Under the Invitation To Qualify (ITQ) process, a vendor is pre-qualified to provide IT services and state agencies can then choose from the list of pre-approved IT service providers to meet their procurement and business needs. “Pennsylvania was one of the first states in the country to implement the ITQ process. The ITQ process provides statewide IT services contracts that allow all Commonwealth agencies a fast and efficient means to secure IT services with one or more pre-qualified vendors. Commonwealth agencies can acquire their required IT services based on an added-value solution rather than lowest cost.”
